The unallotment decision throws a wrench in HHS negotiations

The Minnesota Supreme Court’s unallotment ruling has complicated the already prickly debate over health and human services funding.
Lawmakers have spent the entire session trying to find a way to cover indigent adults without children — those now covered by a drastically downscaled version of General Assistance Medical Care (GAMC) until full federal funding kicks in as of 2014.
